Town Board Meeting Monday, December 10, 2007

The Town Board met on Monday, December 10th , 2007 

Supervisor Dolan reported that he is reviewing a draft document for the formation of an LDC, which will be funded by the first $1,000,000 payment from The Related Companies. This payment will be made once the first section of the Tuxedo Reserve Project, Northridge, has received preliminary approval from the Planning Board.

The Supervisor is also reviewing the Town’s insurance.  He has two bids so far, both of which will lower the Town’s insurance bill considerably.   He is waiting on a third bid.

The Board voted unanimously to approve the Police Collective Bargaining Agreement, which will now run through December, 2010.

The Annual Public Hearing for the Woodlands Sewer Rates was set for January 7th.  John Rutherford, Treasurer of the Home Owners Association of the Woodlands reported that there will be no increase in rates and that they have a healthy amount of money saved in case of emergencies.

The 2008 Reorganization Meeting was set for January 7th at 7:30 pm.

The condition of the Sterling Mine Estates Subdivision (located off of Sterling Mine Rd) was discussed.  The developer of this project has abandoned the job without finishing it.  Several residents from the development were present at the meeting.  These residents are anxious for the Town to take some sort of action so they can have their roads finished and schedule regular services — mainly plowing.  Supervisor Dolan responded that he has requested permission from the developer to take money from the bond held by the Town to finish the project.  Although the developer indicated that he would give such permission, it has not been forthcoming.  The Town will now have to initiate legal action against the developer in order to proceed. 

Following this part of the discussion, the Board went into an Executive Session with the Town Attorney.

When the meeting resumed, the Board made and passed a motion to set a hearing for the developer at which he will have to show cause to explain why he shouldn’t be declared in default.  The hearing was set for January 7th.   After this hearing, barring any unexpected developments, the Town will be able to access the bond money.  In the meantime, the Town will plow the roads, on an emergency basis, with the funds to cover the cost of said plowing to come from the bond money.

During the public comment period, the Supervisor was asked for a report on the Ski Center in Sterling Forest.  He responded that it will open this Saturday (December 15th) with two new partners.  Snow is already being blown and prepaid season passes will be honored (although the free equipment rentals included with some passes will not be honored).
